The Report of the Chapter of Obninsk City Administration on the Administration Activity in 2011

     On February, 7th, 2012. Dear deputies of Obninsk city Assembly! In 2011 Obninsk celebrated the 55 anniversary. Many bright and remembered events for city have passed in anniversary year. Elections of deputies in the State Duma were the major event in a political life. Updating of streets, houses and schools, construction of new sports complexes took place in Obninsk. Housing construction, reconstruction of an old engineering infrastructure were carried out by fast rates. The new kindergarten is opened after major overhaul of a building.

Shortly about the basic economic parameters of the city in 2011.

There are 105.3 thousand people in the city today. An increasing - nearby 600 person. More than 1100 children were born in the city for year. Almost 2.5 thousand enterprises and the organizations carry out financial and economic activity. Their proceeds from realization of the goods, production, works, and services have exceeded almost on 12 % in 2011 to a level of 2010, and are equal almost 84 billion roubles. The profit of the enterprises and the organizations is equal 2.6 billion roubles. 52.4 thousand people work at the enterprises. The scientific and innovative enterprises of Obninsk still define the scientific status of the city. In 2011 the volume of scientific and technical works in the city has made 8.6 billion roubles. Investments into a fixed capital per 2011 have made 8.2 billion roubles; these are 105 % from a level of 2010.  Monthly average wages of workers of all enterprises and the organizations of the city in 2011 have reached 23,358 roubles that are on 11.4 % above a level of 2010. On the developed average level of wages, Obninsk is included into "the lead" group of scientific cities, having come nearer to Dubna and Korolyov. Obninsk, the first scientific city of Russia, keeps an in the lead role on social and economic indices, quality of a life. The research-and-production complex of Obninsk consisting of 35 leading organizations and the enterprises of the city, confirms the status of scientific city with a greater stock. There are 27 % of the city workers at the city research-and-production enterprises.   In Obninsk a rate of unemployment is less than 0.5 %, it is the lowest parameter in the Kaluga area and among all scientific cities of the country.  Investments into a fixed capital counting upon 1 person in Obninsk make almost 25 thousand roubles on 1 inhabitant that exceeds parameters of other scientific cities of Russia a minimum in 2 times, on separate cities up to 10 times. Our city has the good budget. On one inhabitant of Obninsk 24.4 thousand roubles of budgetary funds of city is necessary. On this parameter we concede only to Dubna.  Obninsk advances all scientific cities on a level of charges on formation and housing municipal services counting upon one inhabitant. On each inhabitant of our city not less than 12.2 thousand roubles of social expenses annually is necessary. It is also one of the highest values among scientific cities.  Obninsk is a city of high enterprise activity. On number of small enterprises counting upon 10 thousand people we borrow first place among scientific cities and on equal we compete to Moscow and St.-Petersburg.  In 2011 the first competition among the innovative enterprises on the right of business activity in the Zone of innovative development on Red Dawns Street has been organized. On January, 27th, 2012 two more competitions took place. Financing at a rate of 220 million roubles has been directed on the city arrangement. From them 78 million roubles was directed on repair of roads, and motor transport parking. The 59 thousand sq. m. of roads and sidewalks was repaired in total this year.  Light exposure of the city in 2011 has made more than 83 %: streets - 96 %, prodrivings in court yard - 60 %. The fence of the City Park territory is executed.  The big attention is given to ecological culture of the population. For a year 258 actions on the cleaning of territories were lead. During Days of Protection against ecological danger, 2 thousand organizations and the enterprises of the city has been involved in sanitary cleaning. More than 22 thousand person has worked on these actions. Questions of ecological safety rise even more often. Oral and written references of city dwellers with complaints to deterioration of ecological conditions have been received by the city administration. As a result of the enterprise checks the infringements of the legislation from the separate enterprises are revealed. In 2011 the city clearing constructions has been damaged. Municipal enterprise "Water canal" takes measures on elimination of deviations in regular work of the city clearing constructions.

Gathering, export and recycling of waste.

Annually from city 300 thousand cube meters of firm household waste (~60 thousand tons) is taken out nearby. Works on construction of a garbage switchyard by capacity 50 - 100 thousand tons a year are completed.  The total area of habitation to the beginning of 2011 is equal to 2.4 million sq. m. or more than 23 sq. m. on one person. There are 1200 apartment houses, from which 589 - apartment houses and 611 - individual apartment houses in the city.

The maintenance of an available housing.

In 2011, 26 million roubles from means of the city budget were spent at major overhaul of the city housing. Repair of 18 apartment houses is financed due to means of Fund of Assistance to Municipal Services for the sum almost 27 million roubles, due to the city budget - 12 million roubles, due to the citizens - 2.0 million roubles. In current year the works on inhabitance major overhauls will be continued.  For last four years the 88 apartment houses (15 % from total number of the city apartment houses) in 2011 - 18 houses, in 2010 - 21 houses, in 2009 - 43 houses, in 2008 - 6 houses were repaired due to Fund of Assistance to Municipal Services. During the autumn-winter period of 2011-2012 more than 114 million roubles was spent for preparation of the city housing operation.   Obninsk water drain constructions were extended and reconstructed. About 450 million roubles from which only in 2011 - nearby 300 million roubles has already been spent. Construction of the city main faecal collector is performs in parallel. Electric distributive station "Peace" is reconstructed.

About quality of rendered housing municipal services.

Tariff growth for housing-and-municipal services has been sustained, as acts demanded.

Social support of the citizens.

In 2011, 373 million roubles (on 18 % above a level of 2010) were spent for grants to various addressees. All payments are done without delays. In 2011, 24776 people have received indemnification for payment of habitation and municipal services. More than 177 million roubles were spent for it. The apartments are repaired due to the city budget for the sum 1.6 million roubles for 27 veterans of Great Domestic War.

Public health services.

Due to means of the city budget medical workers received extra salary to basic salary at the rate of 58 million roubles (in 2010 - 48 million roubles). Extra salary to the basic salary was equal to 45 %. Obninsk - unique region city where such extra charges have been kept!  In 2011, 24 medical workers received monetary indemnification for their habitation employment. The sum of payments has made 1.8 million roubles.

Education.

Preschool and school education � is a sphere of special attention of the city administration. The 41 % from all charges of the city budget has been directed. There are 4495 pupils in the groups of full day and 489 children visit groups of short-term stay.  The new order of children recording in preschool gardens that operates from December, 2010 has allowed parents to make an application in an electronic kind at any time. By the end of 2011 in turn on a place in preschool gardens there are - 647 children, from which 151 child - children in the age of till 3th years. In 2011, the 10343 pupils it was trained at 15 municipal schools and 5 not state educational organizations that is more on 456 in comparison with 2010.  In 2010-2011 educational year 332 graduates have finished 11-12 class. Estimations at examinations in Obninsk are above than at other region schools.  Strengthening of pupils� health is one of priority directions in work of city educational system. In 2011 daily breakfasts for all pupils of city and dinners for children from having many children and needy families (1250 person) for a total sum more than 34 million roubles are paid from city and regional budgets. Since September, 1st, 2011 increase of the teacher salary is made almost on 41 %. As a result, the average wages of teachers by the end of 2011 have made 24702 roubles. In 2010 the monthly average wages of the teacher made less than 15 thousand roubles. The average wages of teachers in preschool organizations in 2011 have made 15394 roubles, against 12130 roubles in 2010. Last year 66951 sq. m. of habitation was built in the city (in 2010 - 37229 sq. m.), so:

- 6 apartment houses with the area of 52 thousand sq. m. and 852 apartments,

- 84 individual inhabited houses with the area of 15 thousand sq. m.

The housing policy.

By the end 2011 the 2441 person required improvement of living conditions. In total for 2011 118 families have improved the living conditions.

The city budget.

The city budget was executed under incomes in volume 2 billion 840 million roubles. In comparison with 2010 the volume of incomes has increased more than for 17 % or on 418 million roubles. The budget was socially focused - about 64 % from total amount of charges is directed on financing of social sphere. Charges on education - 41 %, 1 billion 187 million roubles have made the most part in budgetary charges. On housing and communal services it was directed 536 million roubles (18.5 %). The 34 % of federal budgetary funds, regional and municipal ones were spent for target programs. In other scientific cities only 2 % - 5 % of budgetary funds are spent for target programs. In 2012 it is planned to finish this figure to 80 %.

The municipal order.

The administration has paid works for city at a rate of 761 million roubles. Executors stole up at the tenders (390, from which 307 - electronic auctions). The economy at a rate of 77 million roubles is received. The income of property sale in 2011 has made 140.9 million roubles. In 2011 the owners of the real estate redeemed of 28 ground areas a total volume of 40.5 hectares. It was received almost 38 million roubles. The rent in 2011 was received for uninhabited premises in the sum hardly less than 90 million roubles; the rent of the ground areas was received in the sum of 103 million roubles.

 Plans for 2012.

 This year realization of the investment project on development of the innovative zone on Red Dawns Street will be finished.   In 2012 due to the city budgetary funds in this innovative development zone the water pipe will be connected to an operating network, electric transformer substations will be constructed, the roads to them will be build, the water drain will be laid, etc. Within 2012 competition on nesting in this zone will be proceeding. According to the current legislation in 2012 it is planned to expand city borders. The area of the city will increase in 1.8 times. This decision is coordinated with the nearby areas.  Growth of city is impossible without expansion and reconstruction of an existing engineering infrastructure. In 2012 the works on expansion and reconstruction of clearing constructions is planned to continue. Financing at a rate of more 300 million rbl. is planned. The reconstruction of an electro power plant "Peace" will be done for reliability. In 2012 these works will be finished.  In 2012 not less than 65 thousand sq. m. of habitation is planned to commission.  Certainly, repairs of roads, construction of parking, and an ornament of city will be continued. By May, 9th, 2012 the changed City Park will be opened. In 2012 new kindergartens will be constructed, old premises of kindergartens are reconstructed and repaired.  Sports complex with a swimming pool and a covered skating rink with an artificial ice is planned to finish on I quarter 2012. The majority of the listed problems and actions will be executed by financing from the city budget by a program-target method that will allow providing the control and more effective expenditure of budgetary funds.

Changing Capital to Obninsk

   08.12.2011   Expansion of Moscow to southwest again gives chance to Obninsk to show the exclusiveness. Before Builder Day, we have addressed to Alexander Avdeev, the head of Obninsk Administration for interview. Questions have been collected much - about current construction, long-term plans. How the city will be developed now, - in view of that Moscow has moved in Obninsk direction.

Correspondent: As always, the thorny question in Russia - and for Obninsk too � a habitation. How much the habitation has been constructed at us?

Avdeev: We build good rates and we think that more than 60 thousand sq. m. of habitation will be handed over in Obninsk this year. It is in one and a half time more than last year's figure. If in 2010 only two large builders - "PEAK-WEST" and �SMU-2� worked for us, now it is much more. �Akodolye Obninsk� was added - the company will hand over 10 thousand sq. m. habitation in the cottage settlement this year. �SMU Mosoblstroy� builds the fourth house. Shortly we expect the largest civil engineering firm SU-155 which will build up �Zaovrazie� to will be injected in this group. Certainly, �Ostov� company to build micro district �Solar Valley� is in this group. It has already built the new multi-storey house near the Scientists House of scientists; it is the habitation of a business class with all necessary attributes - a underground parking, front glassing, entrance furnishing with marble and granite applications and so on. Best quality and comfort of the house in the Kaluga region will be constructed in this place.

Correspondent: But also the cost of square meter in them is greater - 55 thousand.

Avdeev: Nevertheless, there is quite steady demand for these apartments. Builders successfully sell habitation, involving various mechanisms of crediting, including the mortgage. I shall tell more: by our calculations, the city market can quite sustain 80 thousand square meters annually - the finance of the population will sustain such cost. To build more, other conditions - or increasing of inhabitants� incomes, or new mortgage programs, or serious budgetary support are necessary.

Correspondent: In the Kaluga region, there are many habitation constructions in the villages. How about Obninsk?

Avdeev: Some factors work here at once - people became more money provided, priorities were replaced in society - the ecology leaves on the foreground. The offered level of services does not suit inhabitants, they wish to provide - let even independently - higher standards.

Nevertheless, Obninsk has been developed and long will be developed still as the city of compact building focused on multi-storey houses.

Correspondent: Whether the Former concept enters the contradiction with new realities, in fact new borders will be at city soon.

Avdeev: No. More opportunities will be at city on accommodation of the habitation, the recreational zones and the enterprises. The new border will expand Obninsk territory up to Timashovo. Kabitsino, Belkino, Krivskoy will use the centralized city communications, and it is very important for today's and future Belkino, Akodolie, Olympic village, Borisoglabskoy, Zaovrazie inhabitants to will have the same comfortable conditions, as other Obninsk population. Those settlements to be located further, will be focused on any local decisions.

Correspondent: Whether will the city infrastructure sustain such pressure? In fact still more recently, the same clearing constructions were on a limit of the capacities, it was necessary even to enter the special investment extra charge for inhabitants.

Avdeev: Today this problem, possible to tell, is solved. After reconstruction of clearing constructions, the city will provide to itself the necessary stock on water removal for many years.

Correspondent: How about electricity?

Avdeev: Past year it was an enormous problem. The matter is that fast economic development of the Kaluga region demanded the power increasing, for some years the power demand has increased from 600 up to 1 000 MWt. Moreover, eventually we have approached to critical feature. It was still possible to buy energy - on the Smolensk atomic power station or, for example, Kursk's one. However, how it to transmit? In 2010, we did not allow connecting even building cranes that built the veteran houses; - the power was in a limit.

The situation developed uneasy. However, owing to the governor efforts we have signed the agreement on the accelerated development of transmitting networks in region with the federal network company. In addition, everything, that has been planned to make until 2013 inclusive, carried this year. It is impossible to overestimate importance of this decision - we are provided by the electricity. In addition to all, the region began to be engaged also in the energy generation. Recently the mass media informed on the opening of gas turbine power stations in Kaluga. Meanwhile in northern region of the region three similar objects will be handed over soon. One - in Balabanovo, for Vorsino industrial zone provision with energy, and two - in Obninsk. The platform in area of campus where Kaluga Energy will place the station has been already prepared. In addition, the second platform is planned in Zaovrazie area. It would be wrong to pull a line there from the city boiler-house, it is very far, and heat will be lost. Gas turbine installation will provide high power with minimum of losses, and essential economy.

Certainly, we do not forget about gas supply. The 8-kilometer gas line of a high pressure that will connect Zaovrazie with Lenin Street is now designed. In following year, it will be constructed.

Correspondent: Well, and with water all is normal for us.

Avdeev: No. This one - the most problem. Simply additional water doesn�t be necessary to us - 3-5 thousand cubic meters per a day don�t save the city. It is necessary the new source, it is desirable 15-20 thousand cubes. Where it will be find? It is the question of the resource investigation. This procedure is very expensive, does not be solved. Big work has been lead, Kaluga region to be included in the federal program of the resource investigations. Obninsk has been entered in it by separate line so we have solved a financial problem. However, it will demand time.

Correspondent: All questions of the infrastructure are seriously considered, the lot of time and energy is spent for them. Suddenly Moscow will be growing in 2.5 times in our direction. It can cross out former plans. Speak, for example, that now Obninsk can become building city.

Avdeev: I would not begin to be afraid; plenty of the building enterprises which will affect ecology to will be placed in Obninsk. Moreover, in the decision on Moscow expansion - correct, - we see huge advantages for the city. We should be integrated into Moscow.

Correspondent: What does it mean?

Avdeev: Imagine that the Constitutional court has been moved not to Petersburg, but Obninsk. The city would receive a huge impulse - enormous development of business tourism.

In connection with Moscow expansion Obninsk already, struggles for some State structures have moved to Obninsk. It will be the present opportunity for city, and we can declare the uniqueness.

Correspondent: What structures do you mean?

Avdeev: It can be, for example, Rostechnadzor, considering specificity of the city; - there are many complex and dangerous objects here that are served by the qualified experts. Or Minzdravsotsrazvitie - our federal medical center gives us the certain advantages. In any case, we aspire to invite here federal structures: it will provide new comfort to city. Our new sport center with 50-meter pool can interest the Capital.

Correspondent: By the way, what about a sport center. How the works are there?

Avdeev: Terms are maintained, we are going to hand the object over in March-April, 2012. Designs of pool and ice arena already are completely finished; the installation of internal engineering systems is begun.

Correspondent: It, certainly, is very important social object. However, others are not less important - first of all, nurseries. Obninsk has deficiency of kindergartens for many years. Very soon, this situation will be with schools.

Avdeev: As to gardens within one and half-two years we shall put into operation a minimum four children's establishments: Komsomol Street, 38; Pirogov Street, 12; Kurchatov Street, 24 and Lenin Street, 214. Perhaps, we shall construct one more new garden.

With schools, it is more difficult. While we still have a time reserve, but we well understand, that it is insignificant - three years are a maximum. It is necessary now to deal with the problem - tomorrow it will be late. Therefore, we have already submitted documents on inclusion of 17-th school to the federal program construction. This year we shall restore Old Park. It Is Necessary To Build More

   08.12.2011   Before Builder Day SMU-2 builds some objects at once. First, the next apartment house on Shatsky Street prepares for inhabitants; painting and decorating are conducted there now.

One more construction with SMU-2 - underground garages on Lyubovor Street will be finished. It will be underground two-level parking place on 127 cars. The company will begin sale of the garages in the autumn. It will be a good gift not only to inhabitants of the new house on Lyubovor Street, but also to micro district: fewer cars will be parked in a courtyard, on a lawn and a children's playground.

It is planned to construct two more houses in this micro district. Economy class apartments will be in these houses. The area of one-room apartment begins from 45 meters. The size of kitchen - from 9 meters. Apartments will be different formats.

However, building plans do not be finished on these. Construction is planned for territories behind stadium "Trud" and hospital. In fact, it is new city micro district, in a good place: there are all necessary social infrastructures, a wood; even construction of a kindergarten on 50 kids is planed there. A landscape is very interesting - the architect has suggested building some ponds. There will be a prestigious area from separate houses and apartment houses in five or nine floors. A total about 14 thousand sq. m. of habitation, it is approximately 100 apartments.

New Area

   08.12.2011   Inside of Obninsk new borders the "PEAK" group of companies will construct one more micro district. The city extends its borders, and that serves for development: territories for construction of habitation and the enterprises will appear. Already now, the trend was outlined in housing construction: Obninsk as a ring, village settlements surround it, amount of such habitation grows, and with the city border expansion, Obninsk becomes even more.

The enterprises with pleasure buy such apartments for the employees. The real estate is not only important active, but also an opportunity to invite the qualified expert. Business is not limited to one purchase: for example, Vorsino metallurgical combine has bought already hundreds apartments and is going to buy more.

In general, there is for whom to build - even more and even better. In present year, a task of the "PEAK" company is to hand three houses over and to finish construction of Northern micro district. One house - Kaluga Street, 18 - is handed already over, in September the house # 9, in December - # 5 surrenders. In the first quarter of 2012, the house # 1 will be hand over; it will be a first house in new 55-th micro district under name Borisoglebsky.

Today together with Obninsk Administration the "PEAK" group of companies in new borders selects a site not less than 30 hectares for construction of one more inhabited micro district. The new micro district will differ from Northern and Borisoglebsky - it will be had concept, the features, the architectural shape. Investments into Comfort

   08.12.2011   Micro district "Olympus" in Kabisino can brag not only qualitative habitation, but also an infrastructure: roads and communications has been made under the western standards.

Now in one part of settlement the communications are laid, in other part internal furnish, an accomplishment of new territories are carried out. Some houses have been prepared for sale - certificates on the property are made out. Before some houses grass already turns green, also bright beds flaunt: families already occupied houses.

Now Kabisino has chances to become a part of Obninsk. Authorities speak this absorption to will give a benefit to people. Compatriots can use a social infrastructure, engineering networks become centralized, and they will be served by the Obninsk enterprises. Benefit to whom? To authorities � yes! To business � yes! Nevertheless, not to usual people! Inhabitants of rural settlements will lose the rural privileges. Inhabitants of Obninsk can seriously lose in social security: in fact, all "holes" of rural settlements will lay down a cargo on the city budget. The population will increase, schools, hospitals and kindergartens will not be added. It is obvious, that the social infrastructure in city any more does not suffice: in kindergartens � a turn, in schools � a turn.

Cost of the house in micro district "Olympus" begins about 4.5 million rbl, it is the price of 100-meter apartments; it will be a monolith with warming, sound insulation and furnish. Such house can be compared with a three-room apartment. Thus before the house there is an area for a car parking, all necessary communications, a back court yard where it is possible to organize a children's playground or garden.

Bookmark of the First Stone of an Inhabited Complex �Borisoglebski�

   05.12.2011   Solemn ceremony of a bookmark of the first stone of an inhabited complex �Borisoglebski� which will be constructed in 55 micro district by "Peak-West" company took place on May, 12th. Except for 11 different height houses for 2400 families, objects of an infrastructure - school on 825 pupils, 2 children's gardens on 125 child, children's and adult polyclinics, shops and consumer services establishments of the population will be placed in the complex territory. Investors are going to enclose in realization of this project nearby 6.5 billion rubles. Present at ceremony of a bookmark of the first stone of a complex �Borisoglebski� Anatoly Artamonov, the governor of Kaluga region has estimated the project as significant event in a life of Obninsk and northern region of Kaluga region.

The new complex will successfully be entered in the city environment, and the builder - "Peak-West" company has already recommended in Obninsk itself as the reliable partner. According to builders, "Peak-West" has concluded contracts with many banks working in Obninsk territory about delivery to the townspeople of hypothecary credits for purchase of habitation in these new buildings.

About Intentions

Workers Are Required

   2/11/2011   Such rough industrial development the Kaluga region, agrarian by the traditions, did not know before never - new huge factories are under construction here one behind another. In the region, there were two powerful industrial units here; a regional center with grandiose auto cluster from three industrial parks and northern region that unites industrial park �Vorsino� and the new enterprises of Obninsk.

The labor is necessary to all of them. The investors, gathering to develop hi-tech enterprises, the staff qualified, with good education are necessary. Therefore, when there is a struggle for the investor, local authorities try to show appeal of the region, and first of all - personnel security.

With the staff, there is a trouble not only in the Kaluga region, but also in the country as a whole. The general situation looks so: business has means for development, but the main terminator - total shortage of the staff, in fact the population of the country decreases year from a year. Our region - not exception. The population of the Kaluga region with 2004 for 2010 was reduced on 27 thousand people. There are 1.01 million people here now. On 1 thousand men, there are 1.2 thousand women here.

Now in Vorsino 4 factories already operate, 13 enterprises are under construction, and 395 hectares are accessible to accommodation of manufactures. It is declared, that 10 thousand new workplaces will be created. However, it yet not all. Techno Park "Obninsk" is planned on 6 thousand personnel. In Obninsk, the industrial park and zone of innovative development that in aggregate will demand nearby 3 thousand people are under construction. 19 thousand people - almost two divisions in total turns out! That requirement of the new enterprises for the staff will make approximately 40 % from economically active population of modern Obninsk.

There are these people in region. On a residence, they are registered mostly in Obninsk, still - in Balabanovo, Maloyaroslavets, Belousovo. Buy they work in Moscow. According to the regional government, there are 30.6 thousand such person here!

The administration of region is anxious by how them to return. The program on the staff attraction is developed. On construction of premises near to industrial park "Vorsino" 600 million ruble is allocated for three years; the construction of premises will proceed and further. Apartments will be on sale on credit to employees of the industrial park enterprises at the price of approximately 30 thousand ruble. per sq. m. The Second Tunnel

   2/11/2011 Under the railway between Komsomol and Railway streets the second tunnel will appear.
